The process by which a government or nongovernmental agency or association evaluates and recognizes an individual, institution or educational programme as meeting predetermined standards. One so recognized is said to be “certified”. It is essentially synonymous with accreditation, except that certification is usually applied to individuals and accreditation to institutions. Certification programmes are generally nongovernmental and do not exclude the uncertified from practice, as do licensure programmes.
